Memphis Housing Authority and McCormack Baron Salazar celebrate phase 5 opening at South City

Memphis Housing Authority and McCormack Baron Salazar today commemorated the opening of Foote Park at South City’s fifth stage of development. The celebration marks the nearly complete neighborhood transformation, where 712 units have been constructed to support mixed-income Memphians, including families and senior adults.

 “Foote Park at South City exemplifies the future of affordable housing, where residents with mixed incomes and backgrounds contribute to overall community vibrancy,” said Dexter Washington, CEO of MHA. “Through ingenuity and partnership, we invested heavily in a community that needed renovation, expanding its overall footprint and creating homes for more than 1,000 Memphis children, adults and seniors.”

The community boasts 592 family townhomes and garden-style apartments and an additional 120 units in a senior building. Across the property, 393 replacement units are for participants in the Housing Choice Voucher program, 126 are mid-range affordable units and 193 will be priced at market level.

“We are absolutely thrilled to complete the fifth phase of South City at Foote Park, a four story, 120-unit, elevator served senior building,” said Vincent Bennett, CEO of McCormack Baron Salazar. “This transformative project will bring much-needed, high-quality housing to seniors. This development is more than just constructing buildings; it's about fostering a vibrant community where everyone can flourish and feel at home.”

Funding for the program came through a collaboration between MHA and the City of Memphis as part of the Choice Neighborhoods mixed-income housing fund. The project was first awarded a Choice Neighborhoods Planning Grant in 2011; they then received a $29.75 million Choice Neighborhoods Implementation Grant in 2015 and an additional $4 million in supplemental Choice Neighborhoods funding in 2019.
