Extremely vulnerable families and veterans in St. Petersburg are benefiting from a high-impact combination of quality affordable housing, targeted supportive services, and a compassionate management approach designed to meet their needs. Delmar 745 provides permanent supportive housing for individuals and families that are chronically homeless, including veterans with service-related disabilities, and other low-income families.

Funding for the $21.7 million, 65-unit development, which opened in fall 2019, included $1.9 million in donations from private foundations and corporations, $3.8 million from local cities and states, and $16 million in equity financing. Developed by McCormack Baron Salazar (MBS), Pinellas County Housing Financing Authority served as community partner. The architect was Corwill Associates, PA, and Lynx Construction served as builder.

Meeting the needs of the target population requires expertise and sensitivity. Boley, Pinellas County’s premier service provider, provides comprehensive on-site case management services including employment training, literacy resources, psychiatric and substance abuse treatment, crisis intervention, and financial counseling. Veterans also benefit from mobility and sensory aids, chronic pain management, mental health support, and other medical and dental services.

Success in serving vulnerable populations also requires a property management firm with expertise and demonstrated compassion. The property management company, Royal American Management, manages the property to seamlessly integrate the transitional homeless population with other resident households that qualify for affordable housing.

The development exceeds market rate standards and includes hurricane-resilient features and a goal of LEED Silver certification. Amenities include secure parking, a fitness center, a library, and a business center. Many apartments have water views and balconies.

Centrally located in a walkable community with excellent transit service and access to schools, grocery stores, parks, shopping and medical facilities, Delmar 745 helps residents obtain housing stability, live productively in the community, and successfully make the transition to permanent housing and independence.
