Yusef Freeman, Vice President, Project Management

Mr. Freeman works on the development of mixed-income, mixed-finance multi-family housing and commercial real estate. He is responsible for project management, securing funding from public and private sources, and managing relationships with clients, public officials and other partners. His work primarily focuses on the redevelopment of public housing sites in New Orleans, LA and San Francisco, CA into mixed-income and mixed-use communities.

Among other projects, Mr. Freeman is responsible for managing the redevelopment of the former Magnolia/C.J. Peete public housing development in post-Katrina New Orleans, LA, into a revitalized mixed-income community.  The $170 million rental component reached initial financial closing and began construction at the end of 2008, finishing construction at the end of 2010.  When complete, the comprehensive development will include 510 mixed-income housing units, a new K-8 neighborhood school and approximately 500,000 square feet of retail development.

His role in the 460-unit rental phase of the project included securing tax credits from the state housing finance agency, investor equity, community development block grant funds from the State Office of Community Development, and taxable bond financing and tax abatement from the Industrial Development Board of New Orleans.

Prior to joining MBS, Mr. Freeman served as a senior researcher for Social Compact in Washington, DC, creating inner-city neighborhood market profiles for retail development nationally. He also worked in the neighborhoods development initiative at the Annie E. Casey Foundation in Baltimore, MD.

Mr. Freeman holds a bachelor’s degree from the University of California at Berkeley and a Master of Public Administration degree from New York University, where he majored in public finance as a Public Policy and International Affairs Fellow. He joined MBS through a fellowship with the Center for Urban Redevelopment Excellence at the University of Pennsylvania.
