Meg Manly, Senior Vice President & Project Manager
Ms. Manley has spent almost her entire career as a developer of affordable rental housing and a champion of that cause. As a Senior Vice President of Project Management, Ms. Manley serves as a project executive overseeing all phases of the development process. Her role includes new business development and client relationship management, project conceptualization and master planning, relationships with local and city staff and elected officials, site acquisition, design review, and construction oversight. Ms. Manley’s expertise extends beyond construction and development into the financial structuring of both 9% and 4% low income housing tax credit deals.
Since 1995, she has developed three thousand units of affordable housing in multiple states including Florida, Georgia, Texas, Michigan, Louisiana, Maryland, New Jersey and Virginia. In 2001, Ms. Manley helped launch the newly-formed company, Housing Trust of America, which now operates as HTA Development, LLC. In addition to her role as head of the construction and development side of HTA, Ms. Manley also served as a consultant assisting other developers in structuring and financing successful affordable housing projects.
In September of 2010, Ms. Manley was appointed to serve as the co-chair of the legislative committee for the Maryland Affordable Housing Coalition. In the fall of 2011 she became the first woman appointed to serve on the Executive Committee of the Housing Advisory Group, a national housing advocacy group committed to the preservation of the Low Income Housing Tax Credit (LIHTC) and similar housing programs. Ms. Manley has a bachelor’s degree from Virginia Commonwealth University, where she graduated with the highest university honors. She serves as a Parish Councilmember of Corpus Christi Catholic Parish and has worked for resident rights in the City of Baltimore.
