Barbara Freeland, Executive Vice President, Senior Project Manager

Ms. Freeland’s primary responsibilities include new business development, multifamily housing feasibility analysis and project management. Her current projects include overseeing the development of Valleyview Homes (Tremont Pointe), a HOPE VI development in Cleveland, OH and leading master planning projects in Detroit, Tulsa, and Cincinnati.

Previously, Ms. Freeland served as the project manager on the multi-million dollar refinance and renovation of a 675-unit apartment complex, O’Fallon Place, in St. Louis, MO and on the Parson’s Place Transit-Oriented Development in East St. Louis, IL. Her development experience includes mixed-income projects, multi-family and single family (for-sale), in six states, which combine multiple financing sources including LIHTC, historic tax credits, CDBG, HOPE VI, HOME funds, Urban Development Action Grants (UDAG) and Tax Increment Financing (TIF). She has directed the coordination and management of all phases of the development process from inception to construction start through completion and lease-up.

Prior to her role as Executive Vice President and Senior Project Manager, Ms. Freeland was responsible for directing the day-to-day operations of over 7,000 units of rental housing as President of McCormack Baron Management Services. Ms. Freeland joined McCormack Baron in 1988 after ten years of experience in urban redevelopment with both a private developer and as the contractor / developer for the historic rehab of more than 100 housing units. As a housing advocate in the late 1970s, she worked for the St. Louis Housing Authority to secure the city’s first Urban Development Action Grant.

Ms. Freeland is a member of the Southwestern Illinois Leadership Council and FOCUS St. Louis.
